Total housing starts in California, as measured by the number of building permits issued, rose 2 percent in April, according to the California Building Industry Association.According to statistics compiled by the Construction Industry Research Board (CIRB), builders pulled permits for 3,474 total housing units in April, an increase of 2 percent compared with the same month a year ago, but down 23 percent from March.  Permits for single-family homes totaled 1,978, down 16 percent from April 2010, but up 10 percent from the previous month, while multifamily permits totaled 1,496, up 43 percent from a year ago, but down 45 percent from March
